2Q <br />play areas. The requirement of 75 square feet of outdoor space is a <br />State standard. If the outdoor space is located on existing <br />nitrification fields or space reserved for that purpose, the soil <br />may be compacted or a low pressure system damaged by the pedestrian <br />traffic. The restriction is simply an effort to prevent such a <br />situation from occurring. <br />A concern common to all types of day care facilities is the amount <br />of traffic likely to be generated by such a use. Day care involving <br />less than six children is not licensed by the State or regulated by <br />the Zoning Ordinance. If a large day care home may have up to 15 <br />children, the difference between the two day care arrangements is <br />ten children. In a worst case situation, this would mean that an <br />additional 20 vehicular trips are generated by the use..This is <br />equivalent to the trip generation of two single - family homes. Under <br />the provisions of Article 6.27.2 c) above, the operator may'be <br />faced with upgrading a road to a higher standard. This provision is <br />intended to address specific concerns about traffic and its impact <br />on a road.] <br />ARTICLE 14 - SITE PLAN APPROVAL PROCEDURES <br />Proposed changes /new provisions are highlighted in bold. <br />14.2 APPLICATION REQUIREMENTS <br />14.2.1 PROFESSIONAL DESIGN AND CERTIFICATION <br />Each site plan shall be prepared by a registered <br />engineer, landscape architect, architect, or land <br />surveyor; however, in some cases, professional <br />design and certification of the plan may not be <br />required.
