27 <br />license are satisfied. <br />c) There is direct access from the property on <br />which the day care home is to be located to a <br />State - maintained road or a private road <br />approved by Orange County. Where direct access <br />is to be provided to a day care home from a <br />private road, the Zoning Officer shall require <br />the upgrading of the private road to a higher <br />classification, based on the number of homes <br />currently served by the road and the projected <br />traffic to be generated by the day care home. <br />The appropriate road classification shall be <br />determined by the Orange County Subdivision <br />Regulations and /or Private Road Standards. <br />d) Adequate access to and from the site as well <br />as adequate space off the road right -of -way, <br />is provided for the safe pick -up and discharge <br />of children and is provided in such a manner <br />that traffic generated by the day care home is <br />not disruptive to adjacent residentially <br />developed properties. <br />e) Each home is required to provide at least 75 square <br />feet of outdoor play space for every child in care. <br />This space may not be located in an area which is <br />used or reserved for use as a sewage disposal <br />nitrification field. <br />Fencing and /or screening is to be provided <br />around the outdoor space which assures the <br />protection of the children receiving day care, <br />protects adjacent residentially developed properties <br />from trespass, effectively screens the view of any <br />outdoor play area, and reduces noise associated with <br />the operation of the day care home. <br />Eadh day care home approved by the Zoning Officer <br />shall be reviewed annually by him /her to assure <br />compliance with the standards of evaluation for <br />--such facilities. Any change in the operation of <br />-the day care home will constitute a modification <br />and require the approval of the Board of <br />Adjustment under the provisions of Article 8 of <br />this ordinance. In determining whether a change <br />in the operation of the day care home has <br />occurred, the Zoning Officer shall be guided by <br />the procedures and criteria contained in Article <br />8.7. <br />[The standards of evaluation are essentially the same as those <br />required for larger facilities and used by the Board of Adjustment <br />in deciding on an application. One additional standard included as <br />part of the amendments is a restriction on the location of outdoor <br />
