{ <br />PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE: Zoning Ordinance <br />REFERENCE: Articles 4, 6, 14, and 22 <br />ORIGIN OF AMENDMENT: _X Staff Planning Board <br />—X—Staff <br />Public <br />— X—Other: Child Care Networks <br />STAFF PRIORITY RECOMMENDATION: X`High Middle Low <br />Comment: <br />EXPECTED PUBLIC HEARING DATE: December 11, 1990 <br />PURPOSE: To revise existing Zoning Ordinance provisions <br />applicable to day care centers to be consistent with <br />State licensing requirements. <br />IMPACTS /ISSUES: Day care facilities are currently permitted in <br />residential zoning districts upon approval of a <br />Class B Special Use Permit. In commercial and <br />office zoning districts, such facilities are <br />permitted by right. <br />24 <br />Recently, Child Care Networks contacted the <br />Planning Department about a new category of child <br />care arrangement approved and licensed by the N.C. <br />Child Day Care Commission. The new category is a <br />"large day care home" and is termed a "home" <br />because it is usually located in a family <br />residence. A large day care home may have from six <br />to 15 children, but the actual number depends upon <br />the ages of children. <br />Child Care Networks requested that the current <br />ordinance provisions be amended to allow large day <br />care homes but without the necessity of obtaining a <br />Class B Special Use Permit. The amendments <br />presented below are proposed in response I to Child <br />Care Networks' request. Staff commentary regarding <br />specific provisions is provided in italics. <br />EXISTING PROVISIONS: See attached provisions. <br />PROPOSED AMENDMENTS: The proposed amendments are as follows: <br />ARTICLE 22.
