13 <br />4. Sewage Collection and Disposal <br />A. Collection system within the subdivision will be by <br />private gravity sewage lines, most likely 8 inches in <br />size, maintained by the Weston Place Homeowner's <br />Association. Some individually operated sewage pumps <br />at individual houses will be required because the <br />sewer mains will be located in the public street and <br />some homes may be built below the sewer elevation. <br />This will generally be each homeowner's choice, <br />dependent on the exact house placement on the lot. <br />B. Disposal system will be via the Carolina Meadows <br />package sewage treatment plant. This plant is <br />authorized by NC Department of Environment, Health <br />and Natural Resources, Water Quality Permit #NC0056413 <br />which permits 350,000 gallons per day. The plant has <br />been constructed for 50,000 gallons per day capacity <br />with upgrade capacity to the permit level of 350,000 <br />gallons. The plant is currently treating about 20,000 <br />gallons per day (40% of capacity) which comes from Mt. <br />Carmel Baptist Church in Orange County and from the <br />218 dwelling units in Carolina Meadows. The proposed <br />33 lots in Weston Place will generate about 13,200 <br />gallons per day; with the addition of this flow to <br />the current flow, the plant will be at about 66 <br />percent of capacity. "Capacity" excludes additional <br />capacity for a factor of safety and temporary storage - <br />areas which have already been built into the plant to <br />accommodate any unforeseen events. <br />The existing plant is operated by Mr. Tom Harden, an <br />N.C. licensed operator, and the plant is in <br />compliance with N.C. regulators for discharge quality <br />and submission of monthly reports. <br />5. Traffic and Roadways <br />A. Mt. Carmel Church Road. Weston Place has <br />approximately 300 feet of frontage on Mt. Carmel <br />Church, an NCDOT secondary road currently carrying <br />4,200 vehicles in average daily traffic (both ways). <br />The sight distances of 840' to..890' in both directions <br />at the proposed intersection to the site are.' <br />excellent and will result in a very safe intersection <br />as proposed. <br />Page 3 of 4 <br />
