Amend ARTICLE 4.2.28 WATER QUALITY CRITICAL AREA (WQCA) <br />DISTRICT by clarifying that the WQCA zoning district overlay <br />will be applied in the zoned portions of the county designated <br />as Water Quality Critical Area in the Land Use Element of the <br />Comprehensive Plan. <br />4. Amend ARTICLE 4.3 PERMITTED USE TABLE by adding the <br />following: <br />a. "Camp /Retreat Centers" as a use permitted in the Rural <br />Buffer (RB), Agricultural - Residential (AR), and Rural <br />Residential (R -1) zoning districts following the approval <br />and issuance of a Class B Special Use Permit. <br />b. "Day Care Home, Large" as <br />zoning districts in which <br />permitted (RB, AR, R1 -13, <br />0 &I). <br />a use permitted by right in all <br />single- family dwellings are <br />LC -1, NC -2, CC -3, EC -5, and <br />5. Amend ARTICLE 6 APPLICATION OF DIMENSIONAL REQUIREMENTS by <br />adding a new Article 6.27 Large Day Care Homes which sets <br />forth specific site plan and development standards <br />applicable to large day care homes. <br />6. Amend ARTICLE 8.8 REGULATIONS GOVERNING INDIVIDUAL SPECIAL <br />USES by adding a new Article 8.8.5 Camp /Retreat Centers which <br />sets forth specific site plan and development standards <br />applicable to camp /retreat centers. <br />7. Amend ARTICLE 14 SITE PLAN APPROVAL PROCEDURES by excepting <br />"large day care homes" from the requirement of having a site <br />plan prepared by a registered architect, landscape architect, <br />engineer, or land surveyor. <br />8. Amend ARTICLE 22 DEFINITIONS by adding definitions of "day <br />care home, large ", "camp ", and "retreat center ". <br />SUBDIVISION REGULATIONS TEXT AMENDMENTS <br />The proposed amendments to the Orange County Subdivision <br />Regulations are as follows: <br />1. Amend SECTION III- D -2 -e. APPLICATION REQUIREMENTS by adding <br />another factor which the Board of Commissioners may consider <br />in determining whether or not to approve an amended phasing <br />plan for a subdivision. The new provision would allow approval <br />of an amended phasing plan if the time available to install <br />improvements (roads, etc.) was not extended. <br />FLOOD DAMAGE PREVENTION ORDINANCE TEXT AMENDMENTS <br />The proposed amendments to the Orange County Flood Damage <br />Prevention Ordinance are as follows: <br />
