20 <br />It <br />ORGANIZATIONAL CAPABILITIES <br />The University of North Carolina Human Services Research and Design <br />Laboratory (HSL) is directed by Dr. Dennis Orthner. Its purpose is to facilitate research <br />and developmental efforts by University faculty and students in new and innovative <br />directions and to improve the quality of services delivered to communities across the <br />state and nation. <br />The HSL currently consists of eight persons working in various capacities within <br />the Laboratory, all with advanced training in areas such as research design, statistical <br />analysis, evaluation, mainframe and microcomputer programing and usage, and human <br />services delivery systems, as well as substantive knowledge in areas that support the lab. <br />Technical areas of expertise include: <br />Research and evaluation studies, including impact models, case studies, <br />survey research, and needs assessment, <br />• Cost - benefit and cost - effectiveness analyses, <br />Organization and management studies, <br />Information systems development, <br />Policy analyses, <br />Program and research planning tools and techniques, <br />organizational development. <br />........:......
