4 <br />INTRODUCTION <br />The specifications for the Master Client Index File (MCIF) described in this <br />Proposal are designed to provide Orange County with a unique opportunity to improve its <br />system of information sharing. The specifications from this project should enable the <br />County to install the most appropriate and feasible system for information sharing with <br />the least amount of additional effort. <br />The design specifications to be produced will be based on the latest, cost effective <br />technology available for this type of system, The outcome design will aid in the <br />reduction of present communication barriers, increase information access, include <br />measures for confidentiality and increase efficiency between the Human Services' <br />departments. <br />The approach of The University of North Carolina's Human Services Research <br />and Design Laboratory (HSL) is to provide a viable solution to inter - agency coordination <br />needs as well as guidance in implementing an Master Client Index File with Orange <br />County's Human Services Management Team. Our strategy includes assessment and <br />analysis of the present systems in place in order to devise an integrated system that <br />increases information sharing between departments. <br />Ladorasory ............... <br />
