Utilities Commission and the Public <br />Utilities Staff of the Utilities Commission would have <br />to examine incremental equipment costs of the phone <br />companies prior to establishing any final rates. <br />Also, the Utilities Commission may at their option <br />submit EAS rates to a poll of the customers who would <br />be affected by the rate changes. <br />RECOMMENDATION: To petition the N. C. Utilities Commission to add an <br />Orange County EAS to existing service in exchanges <br />that serve inside Orange County, plus the portion of <br />Chapel Hill in Durham County, RTP and RDU, and to <br />allow the phone users to vote on the Orange County <br />proposal. <br />
