C. Utilities Commission <br />for toll -free County -wide Extended Area Telephone <br />Service for Orange County. <br />BACKGROUND: At the regular meeting of the Board of Commissioners <br />on August 6, 1990, the Board affirmed its position to <br />seek toll -free EAS for orange County. In response to <br />comments from representatives of Southern Bell, it was <br />agreed that the Manager, staff, Dick Helwig, Chair of <br />TJCOG EAS Committee, and Vic Knight, Co -Chair of the <br />Orange County Citizens Committee "EAS Yes" would meet <br />with representatives of the phone companies and <br />determine if an approach agreeable to both the County <br />and phone companies could be reached. <br />For the past several weeks we have met, and Southern <br />Bell and Centel have jointly responded with proposals <br />as cited below. <br />(1) Southern Sell has proposed two options. The <br />first., referred.to as the Community Calling Plan, <br />would offer measured service at a 75% reduction <br />from current toll rates. The second option is <br />for flat -rate Orange County EAS with approximate <br />monthly rates of 73 cents for residence lines and <br />$2.01 for business lines. <br />(2) Centel has proposed a similar Intra Orange Plan <br />to provide measured service at a 75% discount <br />from current rates.
