�r <br />RESOLUTION OPPOSING LEGISLATION TO FURTHER REGULATE THE TRANSFER OP WATER FROM <br />ONE RIVER BASIN TO ANOTHER <br />WHEREAS, on November 8, 1990 the North Carolina Legislative Research <br />Commission's Surface Water Study Committee will consider a draft bill "To Require <br />Registration of All Water Transfers and to Require A Permit for the Transfer of <br />one Million Gallons of Water Per Day from One River Basin to Another." <br />NOW, THEREFORE, BE IT RESOLVED: <br />I. 'That the Board of Directors of Orange Water and Sewer Authority finds <br />that the results of, such legislation would severely limit valuable and proven <br />water management options for the Orange - Chatham County area, and would <br />tinintentionall.y accelerate environmental damage to law flow streams throughout <br />Nortli Carolina; and <br />2, That such an act would provoke needless controversy and competition <br />smclog local entities, and inhibit good water management in genuine areas of need; <br />and <br />3, That the draft bill appears to address a problem without consideration <br />cat the vast amount of other water laws of the State of North Carolina; and <br />4.
