K <br />1. The N.C. Board of Transportation agrees with the <br />proposed name change; <br />2. The proposed name change does not affect the number <br />assigned to the road by the N.C. Board of <br />Transportation; or <br />3. The proposed name is not deceptively similar to the <br />name of any other public road in the vicinity. <br />At its August 6, 1990 meeting, the Board of <br />Commissioners approved the addition of the proposed <br />road name change to the August 30, 1990 public hearing <br />agenda. "Old Chapel Hill Drive" was advertised instead <br />of "Old Chapel Hill Way ". A "way" generally refers to a <br />dead -end street under 1,000 feet, whereas a "drive" is <br />a winding, curvilinear street longer than 1,000 feet <br />that connect with or continues through to other <br />streets. The petitioners for the name change indicated <br />that either designation would be satisfactory. <br />At the August 30, 1990 public hearing, three persons <br />spoke in favor of the proposed name change, while one <br />spoke against the request. Petitions were received from <br />66 percent of the property owners along the road <br />indicating support for the change. Two letters were <br />also presented from the Town of Hillsborough, with one <br />indicating the support of the Board of Commissioners <br />and another expressing the opposition of the Planning <br />Staff. A letter of opposition was also received from <br />the Cross County Homeowners Association. Since the <br />hearing, additional correspondence has been received, <br />expressing support for and opposition to the request. <br />The principal reason for the opposition to the proposed <br />name change is the existence of two other roads in or <br />adjacent to Orange County which were named Old Chapel <br />Hill Road. The proposed name, Old Chapel Hill Drive, <br />is similar enough to cause concern about adequate <br />response from emergency services and law enforcement <br />personnel. Commissioner Hartwell suggested dropping the <br />"Old" from Old Chapel Hill Drive to address the <br />concern. <br />RECOIENDATION: The Administration recommends that Old N.C. Highway 86 <br />be renamed to Chapel Hill Drive rather than Old Chapel <br />Hill Drive. The reasons for this recommendation are as <br />follows: <br />1. The name is similar to that requested by the <br />residents along Old N.C. 86. <br />2. Chapel Hill Drive does not conflict with the names <br />of existing road names. <br />
