Except as expcessly provided in this section. nothing <br />15 <br />in this section shall be construed to alter the existing common law. <br />16 <br />In the event a county fails_so_ adopt_ an_ ordinance setting, forth what <br />17 <br />constitutes -a _-site specific development_)lan triggering a vc1ted <br />18 <br />right, a landowner may establish _a_ vested right with_ respect to <br />19 <br />proerty uggn, the approval of a zoning permit, or otherwise may <br />20 <br />seek appropriate relief from the 5u2erigr Coart Division of the <br />21 <br />General Court of Justice." <br />22 <br />= Sec. <br />7.
