2 ' <br />2. Phased development Plan - A plan for phased <br />development which shows the type and intensity <br />of use for a specific parcel with a lesser <br />degree of certainty than a site specific <br />development plan. <br />A vested right shall remain in effect for a period <br />of two years. However, a county may, in its <br />discretion, provide that rights be vested for up to <br />five years in certain circumstances. <br />Once established, a vested right precludes any <br />zoning action by the county which changes or <br />prevents the use or development of the property, <br />except: <br />1. With the written consent of the landowner; <br />2. Upon finding that natural or manmade hazards <br />on the site threaten the public health, <br />safety, and welfare; <br />3. Upon compensation of the landowner for all <br />costs and expenses incurred after approval by <br />the county; <br />4. Upon finding that the landowner provided wrong <br />information to obtain approval by the county; <br />or <br />5.
