coo FV <br />MEMORAMIJM OF UNDERSTANDING <br />between <br />THE NORTH CAROLINA DEPARTMENT OF 11UMAN <br />and <br />AGRICULTURAL EXTENSION SERVICE OF ORANGE COUNTY <br />Regarding Dependent Care Grant #5082 <br />I. Intent: This Memorandum of Understanding establishes the basic <br />A <br />responsibilities of and the relationship between the Department of Human <br />Resources (Department) and Agricultural Extension Service of Orange County <br />(Grantee) related to the FFY 1990--91 Dependent Care Planning and Development <br />Grant award made in accordance with the Reauthorization Act of 1984, <br />Subchapter D, Grants to States for Planning and Development of Dependent <br />Care Programs and for Other Purposes (P.L. 98--588, Section D). <br />II. Authority: The authority for administration of this grant lies with the <br />Child Day Care Section, Division of Facility Services in the Department of <br />Human Resources which agrees to be responsible to the U. S. Department of <br />Health and Human Services for the disbursement and expenditure of the funds <br />and reporting what was accomplished with the grant. <br />III.} General Provisions: <br />A. The grant is effective from October 1, 1990 through September 30, 1991. <br />B. At least twenty -five percent of the approved budget is cash and /or <br />inkind contributions eligible to match the grant. <br />C. The Grantee is an "independent contractor" as that term is used in <br />N.C.G.S. 143- 300.2(2) and the Department shall not be liable for any <br />negligence or omissions of the Grantee or of its agents, employees, <br />assignees, or subcontractors. <br />
