Private Road Standards <br />(A copy of the abstract and Planning Staff <br />recommendations an attachment to these minutes on <br />pages ,) <br />Best stated that he felt some of the changes and <br />amendments were confusing. He noted that some of <br />the recommendations of the TAS were a part of the <br />TAS minutes which were an attachment to the abstract <br />but that they were not included in the text. <br />Best continued explaining the change regarding the <br />reference to private roads intending to serve two <br />lots or two dwelling units. Best noted that the <br />recommendation that private roads be inspected and <br />certified by a private engineer or contractor was <br />made at the suggestion of Erosion Control Officer <br />Warren Faircloth. It was felt that the inspection <br />could be done more quickly by a private surveyor who <br />would be on the project site anyway. <br />Faircloth stated that he felt a good job of <br />inspecting a private road required day -to -day <br />inspections at the site as the property is <br />developed. This would involve checking compaction <br />and other problems as the road is constructed. <br />Best noted that this would alleviate the <br />responsibility of the County toward private road <br />maintenance and Road Maintenance Agreements. <br />Waddell emphasized the point that, in the future, <br />presentation of written recommendations should be <br />made in a clear, concise manner. The Planning Board <br />had difficulty in ascertaining TAS recommendations <br />from the minutes. <br />After more discussion the following motion was made: <br />MOTION: Best moved that the proposed amendments be approved <br />with clarifying comments recommended by Waddell and <br />per the Planning Staff recommendation, including the <br />
