38 - <br />MINUTES OF TRANSPORTATION ADVISORY SUBCOMMITTEE (TAS) MEETING HELD <br />ON AUGUST 15, 1990 <br />ATTENDANCE <br />TAS Members: Chris Best, Chair Jean Hamilton <br />Betty Eidenier Wendy Olson <br />Ann Joyner Dick Swank <br />Staff: Marvin Collins, Planning Director <br />Warren Faircloth, Erosion Control Officer <br />Gene Bell, Planner III <br />1. CALL TO ORDER - Best called the meeting to order at <br />approximately 7:05 pm. <br />2. APPROVAL OF MINUTES: No comment on June 6 minutes. <br />3. CHAIR COMMENTS - Best had two brief items: <br />a. Meeting Time - In response to a request from Bell, Best <br />asked members if they would be amenable to an earlier <br />meeting time of 5:30 for future meetings. Everyone <br />expressed approval of the idea. <br />b. Membership - Best mentioned that the TAS would begin <br />working on Phase II of the Transportation Plan in the near <br />future and asked Bell to send a letter to all TAS members <br />apprising them of this. He also asked that all members be <br />queried as to their desire to continue serving on the TAS <br />during Phase II. <br />4. DISCUSSION OF PRIVATE ROAD CONCERNS - Best stated that he <br />would like to keep the discussion focused on the points <br />addressed by Collins in his August 10 memo (attached) to the <br />TAS. <br />Section IV -B -3 -b of the Subdivision Regulations - Hamilton <br />stated that listing all possible access routes seemed to be a <br />case of overkill and questioned if it was necessary to be so <br />detailed. Joyner said the advantage was that there should be <br />no question in anyone's mind as what was or was not covered. <br />Olson expressed concerns about new developments relying on <br />existing private roads for access and the potential for more <br />than 25 lots or dwellings to be served by the road. She said <br />she thought the road should be paved in such a case. Joyner <br />said that the regulations stated that once a road served more <br />than 25 lots /dwellings it was incumbent upon the developer to <br />pave it and bring it up to public road standards. <br />1 <br />
