Collins responded that the <br />developer of the new subdivision would be <br />responsible for the upgrading of the private ro <br />in the existing subdivision. Best noted that <br />this statement was included upon the <br />recommendation direction of the County Attorney <br />Collins also expressed concern about the <br />requirement that a citizen hire an engineer or <br />surveyor to inspect a private road under <br />construction and certify that it meets County <br />standards. He noted that no one has provided a <br />cost data on hiring such a person to provide <br />the inspections. He felt this information was <br />needed prior to placing such a requirement into <br />effect. He continued that he felt the items <br />needed to be addressed and reviewed by the <br />County Attorney and Planning Director before <br />implementation is consdered. <br />Best responded that the TAS had been reviewing <br />and studying this issue for over a year, and h <br />would not like to see this item tabled U ter�t <br />public hearing. He would like for the item to <br />voted upon. Collins responded that members of <br />the Planning Board, because of individual <br />concerns, had brought months of Staff work to <br />a halt. Collins indicated he did not wish to <br />see amendments approved which might create <br />unintended hardships and limit implementation <br />of other strategie (e.g., Rural Character).
