MINUTES OF TRANSPORTATION ADVISORY SUBCOMMITTEE (TAS) MEETING HE <br />ON JUNE 6, 1990 <br />ATTENDANCE <br />TAS Members: Chris Best, Chair Jean Hamilton <br />Betty Eidenier Wendy Olson <br />Barry Jacobs Dick Swank <br />Press: Tim Craig, News of Orange <br />Others: Rolland Wrenn and two unidentified Davis Road <br />Residents <br />Staff: Warren Faircloth, Erosion Control Officer <br />Gene Bell, Planner III <br />1. CALL TO ORDER - Best called the meeting to order at <br />approximately 7:10 pm. <br />2. APPROVAL OF MINUTES: April 4, 1990 minutes approved. <br />3. CHAIR COMMENTS - None. <br />4. DISCUSSION OF PUBLIC HEARING ITEMS - Best opened the <br />discussion with the suggestion that the TAS consider private <br />roads first. Hamilton stated that the draft private roads <br />preamble handed out at the public hearing needed some <br />corrections. Best stated that the preamble had been written <br />by Phil Post at his.(Best's) request and that it was intendec <br />to serve as the starting point for what might eventually be <br />inserted into the Private Road Standards as suggested by the <br />County Attorney. Eidenier stated that she had edited the <br />proposed preamble (primarily from the standpoint of grammar <br />and punctuation) as follows: <br />In Orange County, the strong preference is to serve <br />subdivisions with State - maintained (NCDOT) public <br />streets or municipal streets. The County recognizes, <br />however, that private roads may be beneficial in some <br />cases where the developer provides much larger than <br />average -size lots, and where a.private road graded to <br />a narrower cross- section saves valuable vistas, trees, <br />or natural resources, and reduces cut - and -fill and <br />overall land disturbance. Where the developer clearly <br />shows that such a subdivision is intent on qualifying <br />for private roads by clearly providing benefits such as <br />an enhanced entrance or enhanced streetscape o =f an <br />adjoining public road, saving trees, providing large <br />lots, reducing disturbance and "fitting" lots better <br />into their natural surroundings, the County Sta= <br />
