Such cost shall be determined by slich statistical, sampling, <br />or other method as may be provided in the agreement. <br />(b) The Secretary is authorized to develop plans and make ar- <br />rangements for provision of temporary rssistance within the United <br />States. to individuals specified in subsection (a) (1). Such plans shall <br />be developed and such arrangements shall be made after consultation <br />With the Secretary of State, the Attorney Gcneral, and the Secretary <br />of Defense. To the extent feasible, assistance prodded under sub- <br />section (a) shall be provided in accordance witil the plans developed <br />pursuant to this subsection, as modified frotn time to time by the <br />Secretary. <br />(c) For purposes of this section, the term " temporary assistance" <br />means motley payments, medical care, temporary billeting, transporta- <br />tio n , -and other goods and services nece zory for the health or welfare <br />of individuals (including gttidancP, counseling, and other welfare <br />'services) hirnished to -them within the United States upon their ar- <br />rival in the United States and for such period after their arrival, not <br />exceeding ninety days, as may be provided in regulations of the Secre- <br />tary; except that assistance under this section may be furnished beyond <br />such ninety -day period in the case of any citizen or dependent upon a <br />finding by the Secretary that the circumstances involved necessitate or <br />justify the furnishing of assistance beyond such period in that par- <br />ticular case. <br />(d) The total amount of temporary assistance provided under this <br />section shall not exceed <br />(1) $8,000,000 during the fiscal years ending June 30, 19751 <br />and June 30, •1976, and the succeeding calendar quarter, or s <br />(2) $3001000 during. any fiscal year beginning on or after <br />October 1, 1976.; <br />Appointment of Advisory \Council and Other Advisory Groups <br />Sec. 1114. (a) The Secretary shall, during 1064, appoint an Ad- <br />%-isory Council on Public Welfare for the purpose of reviewing the <br />adrbinistration of the public ns6stance and child welfare services pro- <br />grams for which funds are npproprinted pursuant to this Act and <br />malting recommendations for improvement of such administration, <br />and reviewing the status of lied making recommendations with respect <br />to the public assistance programs for wl.40i funds areso ,ppropriated, <br />cspeoinlly in relnlion to (lie old -age, survivors, and disability insur- <br />ance program, with respcct to the fiscni capacities of the States and <br />the Federal Governrnent, and with respect to any other matters bear <br />seetloa 1113 <br />was ameo4a4 bir Puhlle L.-W 94 -44. <br />
