K <br />PROPOSED.ORDINANCE AMENDMENT <br />ORDINANCE: Zoning Ordinance <br />REFERENCE: Article 22 Definitions - Studio (Arts and Crafts) <br />Article 4.3 - Table of Permitted Uses <br />ORIGIN OF AMENDMENT: _X_ Staff Planning Board <br />X Public other: <br />STAFF PRIORITY RECOMMENDATION: _X—High Middle Low <br />Comment: <br />PUBLIC HEARING DATE: August 30, 1990 <br />PURPOSE OF AMENDMENT: <br />BOCC <br />To include arts and crafts studios as a permitted use in commercial <br />zoning districts. <br />IMPACTS /ISSUES: <br />The Zoning ordinance does not contain a specific reference to arts or <br />crafts studios. A studio may qualify as a home occupation, but there is <br />no category in the Table of Permitted uses which would permit a studio <br />as a freestanding use. would' <br />permit <br />a building permit was requested to construct a kiln for the <br />firing of sculptures. The property was in a LC -1 Local Commercial <br />zoning district. Manufacturing and processing, allowed only in <br />industrial zoning districts, was identified as the use category which <br />most closely matched the proposed use, since an object was being <br />produced. The Standard Industrial Code Manual classifies a studio as a <br />service - oriented use. <br />Other types of arts, such as dance and music, do not involve production <br />of goods, and, unless considered as a home occupation, are not <br />addressed at all in the Zoning Ordinance. <br />The proposed amendment defines arts and crafts studios as the working <br />area for artists or craftsmen and gives examples of typical studio <br />uses. Studios would be permitted by right in the commercial zoning <br />districts. Sale of only those goods which are custom -made could occur <br />on -site. <br />Studios would continue to be permitted in residential districts as a <br />home occupation, provided existing home occupation standards are met. <br />
