M M Gl ff 7 <br />The latest NCDOT traffic count on US 70 is a 1988 <br />count. This indicated 8,000 vehicles per day <br />just west of Mount Herman Church Road (SR 1713). <br />A general light industry on two acres of land <br />could create approximately 104 trips per day. <br />The applicant has submitted a minor subdivision <br />for the proposed lot with a request for a private <br />road along the south side of the property. The <br />private road justification has been reviewed <br />by the Planning Staff and the minor subdivision <br />has been approved with a private road. <br />The proposal was heard at the August 30, 1990 <br />public hearing. Willie Ward and Dorothy Bane <br />spoke in favor of the rezoning and there were no <br />comments against. <br />Kirk indicated that Commissioner Willhoit had <br />requested information concerning the difference <br />between a pathological incinerator and a <br />crematorium. The Orange County Zoning Ordinance <br />does not have a definition for either of these. <br />Wally Sanford of the Division of Environmental <br />Management, Air Quality Section was contacted. <br />According to Mr. Sanford, a pathological <br />incinerator handles body parts and animals. A <br />crematorium handles whole cadavers. The two are <br />treated the same from the standpoint of the <br />issuing of permits. , <br />The Planning Staff recommends approval of the <br />proposed rezoning from Rural-Residential (R -1) to <br />Light Industrial (I -1). <br />Jacobs asked how the Staff interpreted having a <br />private road in a Transition Area. Kirk <br />responded that the ordinance refers to the <br />subdivision road being part of a development in <br />the Transition Area. This private road was for a <br />one -lot minor subdivision. If further, <br />development occurs, the road could then be <br />upgraded to public standards. <br />MOTION: Best moved approval as recommended by the <br />Planning Staff. Seconded by Reid. <br />VOTE: Unanimous. <br />
