M M M � V 2 10 1 consists of a package treatment plan, storage lagoon and spray. 2 irrigation system permitted by the North Carolina Division of 3 Environment Management in 1978 and 1987 for a design capacity of 4000- 4 gallons per day. Records have been submitted by the applicant which 5 indicate that the actual daily flow of the system does not exceed 3000 6 gallons per day. Due to increased enrollment, the school has 7 requested approval to expand the school facility by adding a modular 8 classroom for twenty -five students. The sewage disposal system will 9 not have to be upgraded to accommodate the additional students. 10 However, a Class A'Special-Use Permit for a.Planned Development is 11 necessary to allow expansion of the school facility since the design 12 capacity_ of the system already exceeds that allowed according to 13 Article 6.20.1. The application for rezoning and a Class A Special 14 Use Permit meets all ordinance requirements for approval with 15 conditions. 16 17 QUESTIONS AND COMMENTS FROM THE BOARD OF COMMISSIONERS AND PLANNING 18 BOARD 19 20 In response to a questions from Commissioner Willhoit, Crudup 21 indicated that the Division of Environmental Management has a set of 22 guidelines for estimating design flow for day school facilities. It 23 is broken down based on number of students, whether or not the school 24 has a cafeteria, gymnasium and /or shower facilities. 25 26 COMMENTS OR QUESTIONS FROM CITIZENS -)27 _ -28 Mr. John McGovern, Assistant Principal of Carolina Friends 29 School, spoke in favor of granting this Special Use Permit. He 30 indicated that the water use was approximately 5.8 gallons per day per 31 student which was well under the 10 gallons per day allowed by the 32 State. 33 34 Ms. Martha S. Klopfer, Chair of the Board of Directors of the 35 Carolina Friends School, spoke in favor of granting this Special Use 36 Permit. 37 38 A motion was made by Commissioner Halkiotis, seconded by 39 Commissioner Marshall, to refer this item to the Planning Board for a 40 recommendation to be received before the and of this Public Hearing 41 under Items for Decision. 42 VOTE: Unanimous 43 44 b.
