Evaluation of Results <br />There are two basic objectives for the Regional Image Guidelines: 1) focus <br />general public attention on regional and community appearance issues and <br />2) provide specific direction for the addition of new policies or the <br />modification of existing policies regulating the design and appearance of <br />development. In the case of raising public awareness, the measure of <br />effectiveness will be the level of participation in the regional design <br />workshops. In terms of public policy, the criteria will be how responsive local <br />governments in the Region are to recommendations for modifying their <br />development evaluation policies. <br />Background and Resumes of Key Participants <br />Applicant Organization: Triangle J Council of Governments <br />For 30 years the Triangle J Council of Governments has served as a <br />voluntary association of local governments in Raleigh- Durham - Chapel Hill <br />area of central North Carolina. The Council serves as a forum for the cities, <br />towns and counties in this Region to respond cooperatively to the <br />challenges created by the rapid growth experienced during the 1970's and <br />1980's. In recent years, TJCOG has been successful in developing <br />watershed protection standards, land use planning guidelines and other <br />development - related policies that have been adopted regionwide; <br />sponsoring workshops on an array of planning and appearance issues and <br />publishing reports used by public officials and others in the formulation of <br />policy and actions. <br />In the area of appearance, TJCOG established the Regional Appearance <br />Committee in 1987 to support local appearance improvement efforts and to <br />initiate projects to enhance and protect the natural scenic beauty of the <br />Region. The committee is made up of volunteer members from throughout <br />the 6- county region representing both public and private organizations with <br />an interest in the appearance of our Region and its communities. The <br />committee meets monthly and focuses its work in three areas: 1) support of <br />local community appearance commissions through workshops and the <br />exchange of information; 2) initiating beautification projects such as special <br />landscaping of the Interstate 40 corridor which transverses four of the six <br />counties in the Region and; 3) monitoring of local and state appearance - <br />related legislation such as billboard regulations. <br />6 <br />
