2 <br />(4) The 1990 -91 budget (see p. 179) indicated that Orange <br />County Schools planned pay -as- you -go capital project <br />expenditures of $2,495,405 in 1990 -91. Of this amount, <br />$891,350 will come from 1990 -91 sales tax revenues. <br />Another $1,259,170 will come from State Public School <br />Building Funds, as discussed in a separate item for this <br />agenda. The remaining balance of $334,875 needs to come <br />from the School Capital Reserve Fund, as a portion of <br />funds allocated to Orange County Schools in prior years <br />but until this time, not needed for expenditure. The <br />attached technical amendment will transfer funds from the <br />School Capital Reserve Fund to the OHS - Stanback Air <br />Conditioning project. <br />(5) North Carolina General Accounting Standards require <br />that budgets be established for any governmental fund type <br />that anticipates activity during the fiscal year. The <br />Recreation and Parks Capital Reserve Fund periodically <br />receives payments in lieu of land donations from some land <br />developers, as permitted by Orange County subdivision <br />regulations. The attached technical amendment will budget <br />these funds for 1990 -91. <br />(6) The Health Department has been notified that it will <br />receive another $24,562 in State grant funds to continue <br />the "In the Know" AIDS Education program through June 30, <br />1991. Last year, portions of this program were carried <br />out through a contract with Planned Parenthood. That <br />agency is no longer staffed to help accomplish the County <br />program. Accordingly, the Health Department needs a half <br />time Public Health Educator I position to perform the <br />functions previously handled by Planned Parenthood. This <br />would be a permanent position with benefits, but would be <br />eliminated when program.grant funds are exhausted. The <br />attached grant project ordinance will increase <br />appropriated grant funds from $47,371 to $71,933 and <br />authorize program expenditures through June 30, 1991. <br />RECOMMENDATION (SS) : <br />Approve attached amendments to the 1990 -91 Budget <br />Ordinance, approve attached Transportation Assistance <br />Program Grant Project Ordinance and AIDS Education Grant <br />Project ordinance, and authorize creation of a permanent, <br />half time Public Health Educator I position for the Health <br />Department, subject to continued grant funding. <br />
