J.
MODEL LETTER
September ,1990
William Cobey, Secretary
Department of Environment, Health, and Natural Resources
P.O. Box 27687
Raleigh, NC 27611
Dear Secretary Cobey:
I am writing to support the Triangle J Council of Governments` proposal to conduct a feasibility
analysis for water conservation and reuse in the TJCOG region as a part of its Long -range Wastewater
Management Plan and as a part of your 205(J) Program.
The need for this project is clear and immediate. The Region finds itself at a planning crossroad with
many of our plants (about 60%) reaching their capacity to treat more waste and many of our streams
reaching their capacity to assimilate more pollution. Since current investments are often stepping stones
to the next phase of capital improvements, we need to be able to determine now what the future
potential is for water reuse and conservation in our communitbs.
A
If the potential to reduce wastewater discharges through water conservation and reuse is significant for
= communites, it will be significant for many communbCs in Noah C=fina. Part of TJCOG's
proposal is to conduct a workshop for water resource managers and policy makers state-wide about
conservation and reuse issues. If the potential is significant now , we need to begin working now to
develop State legislation to guide safe, efficient conservation and reuse of water.
Triangle J has a proven track record for providing leadership and vision on our region's and our
State's water management issues. I hope your Department wi
tion and reuse through the 205(J) Program. ll support Triangle J's efforts in conserva-
Sincerely,
