TRIANGLE J COUNCIL OF GOVERNMENTS <br />PROPOSED SCOPE OF WORK - 205(1) GRANT <br />JUNE 30,1990 <br />POINT SOURCE MANAGEMENT PLAN - PHASE II <br />CONSERVATION & NON - POTABLE REUSE IN THE TRIANGLE REGION <br />The Triangle J Council of Governments proposes to conduct a feasibility analysis for conservation <br />and non - potable reuse in the region. As part of our long -range wastewater management plan, the <br />objectives of the study are: <br />Timing. August 1990 - June 1991 <br />Need for the Project <br />Almost 60°x6 of our region's communities will reach their wastewater treatment capacity within five <br />years. Even though these communities are currently planning major expansions and improvements <br />of their facilities; our region's existing facilities, with planned expansions, are assumed to reach their <br />collection and treatment capacities by 2010. <br />The Regional Wastewater Facilities Plan (Hazen and Sawyer, 1989) shows the region more than <br />tripling its wastewater discharges over the next 50 years. Many of the streams that receive wastewa- <br />ter from our treatment plants have reached or nearly reached their assimilative capacity. This is due <br />to the current levels of treatment and the extreme sensitivity of our streams and lakes to nitrogen <br />and phosphorus. <br />The Region finds itself at a planning crossroad with many of our plants reaching their capacity to <br />treat more waste and many of our streams reaching their capacity to assimilate more pollution. <br />In May 1990, the Triangle J Council of Governments unanimously adopted the Report, Managing <br />Wastewater - Future Constraints and Opportunities, funded by a 1957 2050) Grant. The objective <br />of that study was to develop an areawide consensus on the best long -range options for managing <br />the region's wastewater in a way that weighs the need for water quality and water supply protection <br />against the needs for economic development, population growth, political equity, and local auton- <br />omy. <br />Page 1 <br />
