COUNTY ENGINEER "S REPORT ON HILLSBOROUGH'S NEW RESERVOIR <br />5 <br />SITING PROCESS AND SEWER BOTTLENECK PROBLEM RESOLUTION <br />D <br />6 <br />ON THE CAMP NEW HOPE SEWER PROBLEMS <br />7 <br />Paul Thames indicated that the Town of Hillsborough <br />has <br />8 <br />contracted for a study of potential sites for a small raw water <br />9 <br />reservoir on the west fork of the Eno River. This report is scheduled <br />10 <br />for completion by November 12. With regard to the sewer bottleneck, <br />11 <br />final resolution is expected by the middle of November. At Camp <br />New <br />12 <br />Hope, the County sanitarian determined that the conventional septic <br />13 <br />system serving the camp dining hall has failed. They must have <br />the <br />14 <br />system repaired prior to the opening of the camp for the 1991 season. <br />15 <br />The cost of a new repair field.for the facility will cost'an estimated <br />16 <br />$85,000 which is comparable to what it would cost to hook onto the force <br />17 <br />main for the New Hope Elementary School. The Camp has indicated that <br />18 <br />they will try to solve their problem with an on -site waste disposal <br />19 <br />system. <br />20 <br />21 <br />B. REPORT ON PROCESS TO RESOLVE DISCRIMINATION COMPLAINTS <br />22 <br />Chair Carey reported on the process for establishing <br />23 <br />procedures for resolving discrimination complaints and problems. <br />He <br />24 <br />asked that the Board approve this concept before it is implemented. <br />He <br />25 <br />feels it important to have a clear procedure before accepting <br />r <br />26 <br />discrimination complaints. Albert Kittrell and the County Attorney, <br />az <br />27 <br />needed, have been designated to work with the Human Relations Commission <br />28 <br />to develop plans for the processing of complaints and training <br />of <br />29 <br />volunteers. <br />30 <br />Jean Bolduc stated that the Human Relations Commissions has <br />31 <br />been requested by the State to act as a satellite agent for collecting <br />32 <br />data on hate crimes. The State will provide a procedure for logging <br />33 <br />complaints. Step one would be that the Commission would receive <br />a <br />34 <br />complaint in writing with the person identifying themself. At that <br />35 <br />point, it would be reviewed to determine if it should be handled by t <br />is <br />36 <br />body or referred to another agency. The second step would be to gather <br />37 <br />a response from the person - against whom the complaint has been lodged <br />38 <br />and to provide them an-- opportunity to respond. They would then receive- <br />39 <br />the respondents answer and the original complaint in writing and then <br />40 <br />make a determination as to whether or not there is merit to the <br />41 <br />complaint and follow through accordingly. <br />42 <br />43 <br />X. ITEMS FOR DECISION - REGULAR AGENDA <br />44 <br />A. TAX REFUND RE VEST, <br />45 <br />Mr. William L. Hunt has requested a refund for the last five <br />46 <br />years for tract #713637 stating the tax valuation has been too high <br />47 <br />given the allowable use of this parcel of land. It is restricted and <br />48 <br />can only be used as'open space. Mr. Hunt indicated he gave the lot <br />to <br />49 <br />the Towrn of Chapel Hill but a deed was never recorded. This requ <br />st <br />50 <br />does not meet the criteria in the statutes of a clerical error, <br />ar <br />51 <br />illegal tax or a tax for illegal purposes. <br />52 <br />NO ACTION WAS TAKEN <br />
