ORANGE C O U N T Y <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: OCTOBER 1, 1990 <br />Action Agenda <br />Item # E <br />SUBJECT: EMS POLICY ON DECEASED PATIENTS. <br />DEPARTMENT: EMERGENCY MANAGEMENT PUBLIC HEARING: Yes XX No <br />ATTACHMENT(S): G.S.:138 -383 INFORMATION CONTACT: NICK WATERS <br />TELEPHONE NUMBERS: <br />Hillsborough - 732 -8181 <br />Durham - 688 -7331 <br />Mebane - 227 -2031 <br />Chapel Hill - 967- 9251/968 -4501 <br />PURPOSE: To clarify and affirm the policy providing uniform <br />guidelines for EMS Personnel in responding to a <br />deceased patient. <br />BACKGROUND: A lack of clarity within EMS as to the role and <br />responsibility of ambulance personnel in regard to a <br />deceased patient, identified the need for a clear <br />statement of policy. <br />The Manager held a meeting on September 19, 1990 with <br />the Chiefs of the Rescue Squads, the EMS Medical <br />Director, and Director of Emergency Management. The <br />focus of the meeting was to provide clear guidance on <br />expectations of EMS personnel in responding to <br />deceased patients. <br />1 <br />The Emergency Manager Director held a meeting on <br />September 24, 1990 with the Chiefs of the Rescue <br />Squads and reviewed the written policy. The two <br />Chiefs expressed their approval. The draft policy was <br />then sent to Dr. Griggs, EMS Medical Director and Dr. <br />Butts, Chief Medical Examiner for North Carolina. The <br />comments of both Dr. Griggs and Dr. Butts have been <br />incorporated into the policy and they have expressed <br />their approval. <br />RECOMMENDATION: The Manager recommends that.the Board endorse this <br />policy. <br />
