M M R ff 7 6 <br />subdivisions by the Board of Commissioners. <br />The Zoning Ordinance was amended on August 6, <br />1990 to permit use of detached efficiency <br />apartments up to 800 square feet in area in <br />residential zones. The number of efficiency <br />units may increase due to the relaxation of <br />restrictions. To account for the traffic impacts <br />of additional residences, it is proposed that <br />efficiency apartments and duplexes be considered <br />in determining the appropriate classification for <br />a private road. <br />An efficiency apartment is expected to create <br />about half of the traffic generated by a single - <br />family residence. A duplex is expected to <br />generate about the same amount of traffic as a <br />single- family residence. <br />It is proposed that a parcel containing an <br />efficiency apartment count as 1.5 lots, and a <br />parcel with a duplex as two lots when determining <br />the appropriate private road classification. <br />It is also proposed that the requirement that <br />Class A private roads for minor subdivisions be <br />approved by the Board of Commissioners be <br />deleted, as this has not been the practice, and <br />it is inconsistent with the current policy of <br />procedural simplification. t <br />The proposed amendment was presented for public <br />hearing on August 30, 1990. There were no <br />comments. <br />The Planning Staff recommends approval of the <br />proposed amendment. <br />MOTION: Best moved approval as recommended by the <br />Planning Staff.
