PROPOSED ORDINANCE AMENDMENT <br />ORDINANCE: Subdivision Regulations <br />REFERENCE: Private Road Standards <br />ORIGIN OF AMENDMENT: _X_ Staff Planning Board <br />Public Other: <br />STAFF PRIORITY RECOMMENDATION: High Middle X Low <br />Comment: <br />PUBLIC HEARING DATE: August 30, 1990 <br />PURPOSE OF AMENDMENT: <br />BOCC <br />To consider the traffic impacts of efficiency apartments and duplexes <br />in determining the private road classification required for subdivision <br />approval and eliminate the requirements that Class A roads for minor <br />subdivisions be approved by the Board of Commissioners. <br />IMPACTS /ISSUES: <br />One of the Zoning Ordinance amendments presented on May 29, 1990 <br />proposed that efficiency apartments up to 800 square feet, whether <br />detached or attached, be permitted in residential zones. The amendment <br />was approved on August 6, 1990. The number of efficiency apartments <br />may increase due to the relaxation of restrictions. To account for the <br />traffic impacts of additional dwelling units, it is proposed that <br />efficiency apartments be considered in determining.therappropriate <br />classification for a private road. It is also proposed that traffic <br />generated by duplex structures be considered. Traffic generated by <br />home occupations is also of concern. This issue will be addressed <br />through a more comprehensive review of the of the home occupation <br />regulations <br />According to the Trip Generation Manual of the Institute of Traffic <br />Engineers, a single- family residence generates on the average 10.06 <br />trips per day. This figure declines by 3.4 trips if there are no more <br />than 2 household members, and declines by an additional 1.5 trips if <br />there is only one family vehicle. Due to the size limitation of <br />efficiency apartments, it is expected that these two factors would <br />apply, reducing the estimated traffic generated by an efficiency <br />apartment to 5.7 trips per day, roughly one -half (1/2) of that expected <br />for a single- family residence. <br />The Trip Generation Manual includes trip rates for apartments buildings <br />containing 4 or more dwelling units, but does not specifically address <br />duplex units. Trip generation for apartments is less than that for <br />single - family units due to closer proximity to urban centers, allowing <br />greater opportunities for pedestrian trips or mass transit. Since <br />these factors are would not apply for most of the areas in Orange <br />County where duplexes are permitted, it is presumed that the trip <br />generated by duplexes approximate that for single - family residences. <br />
