The number of efficiency units may <br />increase due to the relaxation of restrictions. To account <br />for the traffic impacts of additional residences, it is <br />proposed that efficiency apartments and duplexes be <br />considered in determining the appropriate classification <br />for a private road. <br />An efficiency apartment expected to create about half of <br />the traffic generated by a single- family residence. A <br />duplex is expected to generate about the same amount of <br />traffic as a single - family residence. <br />It is proposed that a parcel containing an efficiency <br />apartment count as 1.5 lots, and a parcel with a a duplex <br />as two lots when determining the appropriate private road <br />classification. <br />It is also proposed that the requirement that Class A <br />private roads for minor subdivisions be approved by the <br />Board of Commissioners be deleted, as this has not been the <br />practice, and it is inconsistent with the current policy of <br />procedural simplification. <br />The proposed amendment was presented for public hearing on <br />August 30, 1990. There were no comments. The Planning <br />Board recommended approval on September 17, 1990. <br />RECOMMENDATION :-The Administration recommends approval of the proposed <br />amendment per the Planning Board recommendation. <br />
