FOREWORD <br />The Orange County Emergency Operations Plan was developed <br />to address multiple hazards, and to supersede the Disaster Relief <br />Assistance Plan. Through use of a functional format, the Plan <br />encourages an Integrated Emergency Management System (ISMS) <br />,approach- to- disasters; • and °fosters prompt, �eff icient, =and <br />coordinated response operations by elements of the emergency <br />organization. ISMS requires a system -wide integration of skills, <br />people and resources. IEMS recognizes that plans developed for <br />one type of emergency are extremely useful for other emergency <br />situations and a significant amount of emergency operational <br />capability can be established by addressing broadly applicable <br />functions. <br />This Plan presents a basic plan which serves as a summary <br />document to fourteen (14) functional annexes. The annexes define <br />who will do what and when in an emergency situation. Defining the <br />roles of each response agency reduces the confusion, chaos and <br />conflict during an emergency; and significantly decreases <br />vulnerability of the public and their property to hazardous <br />threats. This Plan is prepared by the Orange County Department of <br />Emergency Management and has been reviewed and approved by the <br />agencies and /or organizations who usually respond to emergencies <br />within the jurisdiction of Orange County. <br />This Plan meets the requirements of FEMA planning guidance, <br />CPG1 -8 and CPG1 -8A, and the legal responsibilities identified in <br />North Carolina General Statutes, Chapter 166 -A. It provides all <br />the necessary elements to insure that local government can fulfill <br />its legal responsibilities for emergency preparedness. <br />i <br />
