f� reviewed by the Board on August 6, 1990 and several changes were recommended. These changes have been made and the plan is now being resubmitted. Once the Basic Plan is approved, work with individual departments will begin on defining of responsibilities and developing the appropriate annexes. The plan has been reviewed by the County Manager, County Attorney, and the EM Director. The Ordinances within the plan have been compared to two existing ordinances now in place, one entitled "AN ORDINANCE AUTHORIZING THE CHAIRMAN OR THE BOARD OF COMMISSIONERS TO PROCLAIM RESTRICTIONS IN RESPONSE TO THE NEEDS OF AN EMERGENCY" (Attachment 2a /b) and the other entitled "AN ORDINANCE TO PERMIT DISPERSAL OF ASSEMBLIES DURING AN EMERGENCY" (Attachment 2c). The new ordinance which is part of the plan, known as the "County State of Emergency Ordinance" and is Appendix 5 addresses all the same provisions of the first above mentioned existing ordinance, therefore the existing ordinance should be appealed. The second existing ordinance referenced above will be updated, amended and later incorporated as part of the Multi - Hazard Plan. The Manager, Attorney, and EM Director agree the plan meets all the operational considerations for disasters and conforms to all applicable North Carolina laws. RECOMMENDATION(S): To approve the Orange County Multi- Hazard Plan as the official disaster plan for the county, and adopt the following Ordinances which are a part of the plan. Appendix 4 - Orange County Emergency Management Ordinance Pg. 22 Appendix 5 - County State of Emergency Ordinance Pg. 27 And to repeal an existing ordinance entitled "AN ORDINANCE AUTHORIZING THE CHAIRMAN -OR THE BOARD OF COMMISSIONERS TO PROCLAIM RESTRICTIONS.IN RESPONSE-TO THE-NEEDS OF.AN EMERGENCY". 2
