f� <br />reviewed by the Board on August 6, 1990 and several <br />changes were recommended. These changes have been made <br />and the plan is now being resubmitted. Once the Basic <br />Plan is approved, work with individual departments will <br />begin on defining of responsibilities and developing the <br />appropriate annexes. <br />The plan has been reviewed by the County Manager, County <br />Attorney, and the EM Director. The Ordinances within the <br />plan have been compared to two existing ordinances now in <br />place, one entitled "AN ORDINANCE AUTHORIZING THE CHAIRMAN <br />OR THE BOARD OF COMMISSIONERS TO PROCLAIM RESTRICTIONS IN <br />RESPONSE TO THE NEEDS OF AN EMERGENCY" (Attachment 2a /b) <br />and the other entitled "AN ORDINANCE TO PERMIT DISPERSAL <br />OF ASSEMBLIES DURING AN EMERGENCY" (Attachment 2c). The <br />new ordinance which is part of the plan, known as the <br />"County State of Emergency Ordinance" and is Appendix 5 <br />addresses all the same provisions of the first above <br />mentioned existing ordinance, therefore the existing <br />ordinance should be appealed. The second existing <br />ordinance referenced above will be updated, amended and <br />later incorporated as part of the Multi - Hazard Plan. <br />The Manager, Attorney, and EM Director agree the plan <br />meets all the operational considerations for disasters and <br />conforms to all applicable North Carolina laws. <br />RECOMMENDATION(S): To approve the Orange County Multi- Hazard <br />Plan as the official disaster plan for the county, and <br />adopt the following Ordinances which are a part of the <br />plan. <br />Appendix 4 - Orange County Emergency Management <br />Ordinance Pg. 22 <br />Appendix 5 - County State of Emergency Ordinance Pg. 27 <br />And to repeal an existing ordinance entitled "AN ORDINANCE <br />AUTHORIZING THE CHAIRMAN -OR THE BOARD OF COMMISSIONERS TO <br />PROCLAIM RESTRICTIONS.IN RESPONSE-TO THE-NEEDS OF.AN <br />EMERGENCY". <br />2 <br />
