The plan includes County <br />Ordinances, Authorities, and responsibilities of the Chair <br />for the Board of Commissioners, the Manager's Office, and <br />certain Department Heads. The plan will include <br />functional annexes addressing those actions that are <br />common to any disaster or large emergency operation. The <br />plan is also an instructional tool for county training <br />Programs. The plan must be reviewed and revised to insure <br />conformity to the county structure and to maintain it's <br />value as a working document. <br />BACKGROUND: Most counties have in place a plan known as the <br />Disaster Relief and Assistance Plan. Past disasters <br />across the state and nation have shown the need for an <br />.improved plan. The North Carolina Division of Emergency <br />Management developed a prototype multi - hazard plan and <br />recommended that counties develop their respective plans <br />similarly. Multi- hazard plans have proven to be more <br />useful and provide excellent guidance in disasters. <br />Several meetings and conversations have been held with the <br />municipalities in the county and they are in agreement <br />with the concept and format of this plan.
