This report <br />was mailed to the Census Bureau on September 14. <br />BACKGROUND: At the Board's September 4 meeting, the County <br />Manager reported on the receipt of Preliminary <br />Housing Unit and Population Counts for Orange <br />County from the Census Bureau. A memorandum giving <br />an overview of these preliminary figures was also <br />provided. <br />At that time, the Board authorized staff to review <br />the data provided by the Census, and also <br />authorized the Chairman to act for the Board in <br />signing any challenge to Census data. Census Bureau <br />procedure requires that any such report be <br />postmarked 15 working days from receipt of the data <br />- which fell on September 17. <br />Attached is a copy of staff's review of the <br />preliminary data, provided as Census Form D -74B. <br />As can be seen, staff was able to identify some <br />census blocks where the Census Bureau slightly <br />undercounted dwelling units. Staff targeted these <br />blocks after prioritizing areas with "suspicious" <br />totals from the census data. <br />In general, staff was able to identify 55 dwellings <br />that were missed by the Bureau. Approximately 2/3 <br />of this number were located along Stagecoach Road <br />north of Mebane. The remainder were scattered <br />
