3 <br />AN ORDINANCE TO IMPLEMENT THE ORANGE COUNTY _ <br />LAND RECORDS MODERNIZATION PROGRAM <br />THE BOARD OF COMMISSIONERS OF ORANGE COUNTY, <br />NORTH CAROLINA ORDAINS: , <br />Section I. This ordinance is adopted pursuant to N. C. General Statutes <br />161 --30. <br />Section 2. The Register of Deeds shall not accept for registration any <br />deed, deed of trust, map or plat, or any other instrument <br />containing a description of the real property affected by the <br />instrument unless the parcel identifier numbers of all parcels <br />affected have been assigned and written on the instrument by <br />the County Land Records Office in accordance with the <br />county procedures manual for creating and assigning parcel <br />identifier numbers. Presentation of the instrument to the <br />Land Records Office as herein described does not constitute <br />filing the instrument for registration. <br />Section 3. The Land Records Office shall have exclusive authority to <br />create and assign parcel identifier numbers and shall maintain <br />a procedures manual for that purpose. The procedures manual <br />shall include provisions to insure that no two parcels of <br />property will be assigned the same parcel identifier number. <br />
