STUDY FINDINGS
Transportation Arrangements in Orange County
• Orange County has 11 principal human service agencies that require client transportation
services.
• The Chapel Hill Transit is the provider of public transportation services in Orange
County, but more specifically in Cantoro and Chapel Hill and one route to the Duke
West Campus in Durham.
• The Orange County Coordinated Agency Transportation (CAT) Program provides human
services transportation services and is administered by Orange County through the
Department on Aging.
• The agencies participating in the CAT program include JOCCA, OCCHS, Orange
Enterprises, OPC Mental Health Center, Wake Opportunities (Head Start), Cedar Grove
Day Care Center, Department of Social Services, and the Department on Aging.
• The coordinated system involves the sharing of vehicles owned by various participating
agencies; 23 of the 25 total vehicles in Orange County belong to the CAT program; the
remaining two of the 25 vehicles in the county belong one each to the Recreation and
Parks Department and to Wake Opportunities.
• Of the 23 CAT vehicles, CAT and Aging both share nine of the vehicles; seven more are
operated by CAT; Cedar Grove Day Care and Adult Day Treatment operate one each;
OCCHS operates two; and Wake Opportunities operates the remaining three.
NEEDS ANALYSIS
• Areas in the County that were identified as needing additional transportation services
include Little River Township, Eno, and Bingham; all areas in Northem Orange County;
areas in Chatham and Person Counties; Efland, Mebane, Cedar Grove, Caldwell, and
Hurdle Mills.
• Rural areas outside of the Chapel Hill/Carrboro area which are not served by the Chapel
Hill Transit, were cited as underserved areas.
