TRANSPORTATION DEVELOPMENT PLAN FOR <br />ORANGE COUNTY, NORTH CAROLINA <br />EXECUTIVE SUMMARY <br />Orange County must have a Transportation Development CMP) in place to qualify for funds <br />administered by the Public Transportation Division of the North Carolina Department of Transportation. <br />The plan must be approved by the County Commissioners and updated every four years. The last TDP, <br />adopted in July 1986, has expired and an update is now due. Ecosometrics, Incorporated was chosen to <br />prepare this TDP update for Fiscal Years 1991 -1994 under contract with the County and the NCDOT. <br />A Steering Committee made up of human service agency representatives, planning agencies, CAT <br />representatives, and other local government officials was formed to guide the TDP study. All agencies <br />providing or purchasing client transportation were surveyed regarding their current services, unmet needs, <br />and future plans requiring transportation. <br />STUDY PRIORff1ES EXPRESSED BY THE STEERING COMMITTEE <br />• Continue to seek to meet the needs of the elderly and handicapped, with a priority on <br />medical trips and for social service agency clients. <br />• Develop expanded services to persons in training programs and in placed employment <br />situations. Transportation for employment opportunities is a real need, but may be <br />difficult to address with fixed route services. <br />• Provide services to persons living in the County outside Chapel Hill who are not part of <br />the limited agency client population. Current CAT services are available only to the <br />general public on a limited basis. Such service is needed without restriction on trip <br />purpose to meet general mobility needs. <br />• Provide regular out -of- county medical trips, probably to Duke Hospital. <br />• Meet mobility needs of expanding populations of elderly and disabled person for medical <br />trips, to nutrition sites, for employment, to shopping for food and necessities, for social <br />and recreational purposes, and to other personal business needs. <br />
