40 <br /> II. SPECIFIC COMMENTS: <br /> A. NARRATIVE: Staff has the following specific comments associated with the <br /> project narrative: <br /> 1. Staff is concerned there are conflicts between `appendices' and `sections' <br /> of the narrative. We recommend reviewing the product with the applicant <br /> to ensure these concerns are addressed. <br /> 2. Part 2-3 Performance Standards (page 14 of the narrative) Section 2-3-1 <br /> Land Use Intensity number 2 indicates there will be a minimum <br /> percentage of landscape area/open space of 20%. <br /> The minimum open space area for this project will have to be 30% in <br /> order to comply with existing stormwater permitting requirements. <br /> 3. Throughout the narrative you outline the minimum land use intensity <br /> standards that will guide the development of the project. It would appear <br /> in most instances you are `copying' existing standards detailed within <br /> Section 6.4 Performance Standards of the UDO. <br /> Staff recommends you modify the narrative to indicate you shall abide by <br /> County regulations as currently contained within the appropriate section(s) <br /> of the UDO and only specify those standards you wish to deviate from. <br /> Please note you will have to provide an analysis of the need for the revised <br /> standard and how the purpose and intent of existing regulation(s) shall be <br /> abided by. <br /> 4. Part 2-3-3 General Performance Standards (page 19 of the narrative) <br /> Section 1 Environmental staff has the following comment(s): <br /> a. Subsection (b) — Staff interprets this provision and requiring a 5 <br /> foot freeboard elevation for development within the project versus <br /> the County's existing 2 foot freeboard requirement. <br /> Staff agrees with the suggested limitation. <br /> b. Subsection (b) — The section indicates no development, including <br /> roadway,parking, etc. will occur within identified floodplain areas. <br /> This is consistent with the provisions of Section 6.6.1 of the UDO. <br /> c. Subsection (b) iv — The section appears to indicate a 50 ft. wide <br /> `stream buffer' will be observed for the project. <br /> Staff will be recommending the project comply with existing <br /> development standards associated with the development in and <br /> round stream/floodplain buffers shall comply with the provisions <br /> of Section 6.13 of the UDO. <br /> Required stream and floodplain buffers shall be based on the slope <br /> of the property and shall range from 65 to 80 ft. based on same. <br /> 5.
