136 <br /> Attachment 4 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED ZONING ATLAS AMENDMENT <br /> WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> Orange County has initiated amendments to the Zoning Atlas to eliminate the Special <br /> Flood Hazard Area (SFHA) Overlay District as currently depicted on the official Orange County <br /> Zoning Atlas. The County will adopt flood map data, as generated/maintained by the Federal <br /> Emergency Management Agency (FEMA) and depicted on Federal Insurance Rate Map <br /> (FIRM), by reference within the Unified Development Ordinance (UDO). <br /> The Planning Board finds: <br /> a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br /> b. Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 of the <br /> North Carolina General Statutes, the Board finds sufficient documentation within <br /> the record denoting that the amendment is consistent with the adopted 2030 <br /> Comprehensive Plan, which is proposed for concurrent amendments. <br /> 1. The amendment is consistent with applicable plans because it supports the <br /> following 2030 Comprehensive Plan goals and objectives: <br /> • Land Use Goal 6 —A land use planning process that is transparent, <br /> fair, open, efficient, and responsive. <br /> These amendments are consistent with this goal and <br /> objective by referencing, adopting, and enforcing a single <br /> source of flood map data as well as eliminating the need for <br /> staff to maintain multiple sources of flood information. <br /> c. The amendment is reasonable and in the public interest because it: <br /> 1. Ensures legal sufficiency by eliminating potential sources of contradictory <br /> flood map information. <br /> This amendment ensures uniformity by eliminating SFHA overlay <br /> district in its entirety and relying solely on flood data created and <br /> maintained by FEMA. <br /> The Planning Board of Orange County hereby recommends that the Board of County <br /> Commissioners consider adoption of the proposed Zoning Atlas amendment(s). <br /> _ \ Lit It V-Th. <br /> Ly.is N.
