7 <br /> The Board considered: 1. Conducting a public hearing to receive comments on the <br /> proposed grant application; 2. Closing the public hearing; 3. Approving the Community <br /> Transportation Program Grant application for FY 2019 in the total amount of$479,069 with a <br /> local match total of$56,719 to be provided when necessary; 4. Authorizing the Chair to sign <br /> the Community Transportation Program Resolution and the Local Share Certification for <br /> Funding form; and 5. Authorizing the Chair and the County Attorney to review and sign the <br /> annual Certifications and Assurances document. <br /> Theo Letman, Orange County Transit Director, reviewed the background information <br /> below: <br /> BACKGROUND: <br /> Each year, the NCDOT Public Transportation Division accepts requests for administrative and <br /> capital needs for County-operated community transportation programs. OPT is eligible to make <br /> application for both administrative and capital funding. The current year FY 2018-approved <br /> application includes $179,964 in administrative funding and $212,902 in capital funding for <br /> replacement vehicles with total expenses equaling $392,866. <br /> The total CTP funding request for FY 2019 is $176,215 for community transportation <br /> administrative expenses and an additional $302,854 for capital expenses. This draft grant <br /> application is made for expenses totaling $479,069. <br /> Grant funds for administrative purposes will continue to be used to support overall transit <br /> systems management and will continue to promote general ridership. Administrative Grant <br /> funds include a percentage of wages and benefits for the following positions: <br /> • Transit Director (60%) <br /> • Transportation Administrator (60%) <br /> • Assistant Transportation Administrator (60%), and <br /> • Administrative Assistant I (40%) <br /> Grant funds for capital items include the replacement of three (3) light transit vehicle (LTV) <br /> buses exceeding their useful life mileage thresholds in OPT's fleet, an addition of one (1) LTV <br /> bus to support growth in ADA services associated with new routes, and add one (1) support <br /> vehicle. <br /> The Board will conduct a public hearing (see public hearing notice at Attachment 3) with the <br /> opportunity for public discussion and comment before the Board takes action on the proposed <br /> resolution (Attachment 1). The acceptance of these grant funds requires compliance with the <br /> annual certifications and assurances, for which the signature pages are attached (Attachment <br /> 2). It should be noted that the attached signature pages are for the certifications and <br /> assurances for FY 2017 as an example. The FY 2018 certifications and assurances signature <br /> pages are very similar to those for FY 2017; however, the County has not yet received them <br /> from NCDOT. When received, they will be forwarded to the County Attorney and Chair for <br /> review and signatures. <br /> FINANCIAL IMPACT: <br /> The NCDOT CTP FY 2019 grant requires a 15% local match ($26,433) for administrative <br /> expenses and a 10% local match ($30,286) for capital expenses for a total of$56,719. As a <br /> comparison, the total CTP grant amount approved for FY 2018 was $179,964 for <br /> administrative expenses ($26,995 local match) and $212,902 for capital expenses ($21,290 <br />
