3 <br /> The Orange County Planning Board has recommended approval with conditions of the proposed <br /> MPD-CZ application. <br /> Purpose: To review the item and receive public comment on the proposed amendments. <br /> 2. Unified Development Ordinance Text Amendments and Zoning Atlas Amendments: In <br /> accordance with the provisions of Section 2.8 Zoning Atlas and Unified Development Ordinance <br /> Amendments of the Unified Development Ordinance, the Planning Director has initiated <br /> amendments to the Unified Development Ordinance (UDO) and Zoning Atlas to update flood <br /> regulations, adopt new Federal Emergency Management Agency (FEMA) Flood Insurance Rate <br /> Maps (FIRMs) and to remove the Special Flood Hazard Area (SFHA) from the Zoning Atlas. <br /> The following Section(s) of the UDO are proposed for amendments: <br /> • 1.1.3 Flood Damage Prevention Authority; <br /> • 1.1.6 Applicability and Jurisdiction; <br /> • 1.1.8 Regulation of Farming and Bona Fide Farm Activities; <br /> • 1.1.19 Disclaimer of Liability— Flood Regulations; <br /> • 1.2.2 Interpretation of Zoning District Boundaries; <br /> • 1.10 Floodplain Administrator, <br /> • 2.6 Floodplain Development Permit; <br /> • 2.10 Variances; <br /> • 4.3 Special Flood Hazard Overlay District; <br /> • Article 6 Development Standards; <br /> • 6.6 Additional Standards for Overlay Districts— Special Flood Hazard Area Overlay; <br /> • 6.13 Stream Buffers; <br /> • Article 7 Subdivisions; <br /> • Article 8 Non-conformities; <br /> • Article 9 Enforcement; and <br /> • Article 10 Definitions <br /> The purpose of the amendments is update existing floodplain management standards to ensure <br /> consistency with the new Federal flood damage prevention guidelines as well as adopting new <br /> flood mapping data in order to remain eligible for participation in the National Flood Insurance <br /> Program (NFIP). This will continue to enable local property owners to purchase flood insurance <br /> and be eligible for disaster relief aid/grants to address damage from a storm event. <br /> The Orange County Planning Board has recommended approval of the proposed text and zoning <br /> atlas amendments. <br /> Purpose: To review the item and receive public comment on the proposed amendments. <br /> 3.
