UWL°WI?ti <br />the proposed Environmental Impact Ordinance and <br />related amendments to the Subdivision Regulations <br />and related amendments to the Subdivision <br />Regulations and Zoning Ordinance. <br />Eidenier suggested that the Application for <br />Environmental Assessment be reduced in size but <br />not the content. Scearbo responded that she <br />is in the process of placing the application on a <br />WordPerfect Program which compresses type and <br />will reduce the number of pages of the <br />application. <br />Best noted that residential development had been <br />deleted from the EIO and asked if it has been <br />addressed in the Subdivision Regulations. <br />Scearbo responded that amendments are being <br />proposed to the Zoning Ordinance and Subdivision <br />Regulations to address residential development. <br />MOTION: Jacobs moved approval as recommended by the <br />Planning Staff. Seconded by Lewis. <br />Jacobs expressed concern that more protection <br />is needed and this ordinance does not provide a <br />means by which to stop a project such as a <br />reservoir from being completed. <br />Eidenier noted that there would be citizens who <br />would object to the ordinance due to the paper <br />work required. <br />Waddell asked about the goals behind the <br />Environmental Assessment and the Environmental <br />Impact Statement. Scearbo responded that an <br />Environmental Assessment gives more in -depth <br />description of a project and the Planning Staff <br />could notify the State to verify if additional <br />permits are required beyond the local <br />requirements. Waddell continued, asking if that <br />information was something the applicant would <br />have to determine. Scearbo responded that this <br />would provide a service to the applicant as well <br />as providing more in -depth information about a <br />project for the Staff. This would help determine <br />whether an Environmental Impact Statement is <br />needed. Waddell noted that he was not sure that <br />there is a demand for this type of service <br />and if it is a service, that it should be <br />required of the development. If it is a service, <br />he felt it should not be provided through an <br />ordinance. <br />
