D G3 I ff 4 „ <br />Impact Ordinance (EIO) has been developed to <br />implement these provisions, allowing Orange <br />County to require preparation of an Environmental <br />Assessment (EA) or Environmental Impact Statement <br />(EIS) for certain projects. <br />Early drafts of the Ordinance were presented for <br />public hearing on October 10, 1988 and January <br />23, 1989. Issues focused primarily on the <br />applicability of the Ordinance, and what types of <br />projects could be subject to the requirement to <br />prepare an Environmental Impact Statement. <br />A Committee which included the Ordinance Review <br />Committee, a County Commissioner, the County <br />Manager, County Attorney, County Engineer, <br />representatives from EDC, and several citizens <br />who offered expertise in areas of environmental <br />concern was formed at the direction of the Board <br />of Commissioners. The Committee has met on <br />numerous occasions during the past year to <br />develop ordinance provisions which address <br />environmental concerns while minimizing costs to <br />the developer. <br />The EIO would require preparation of an <br />Environmental Assessment, or an Environmental <br />Impact Statement for non - residential development <br />projects which meet specific applicability <br />criteria. <br />The EA would consist of a form supplied by the <br />Planning Department, to be completed by the <br />applicant, and would provide additional <br />information on certain aspects of the project. <br />The EIS would involve a more detailed discussion <br />of environmental impacts of and alternatives to <br />the proposed development project. Few projects <br />would be required to submit an EIS. <br />The proposed amendments to the Subdivision <br />Regulations involve the protection of resources <br />identified in "Inventory of Sites of Cultural, <br />Historic, Recreational, Biological, & Geological <br />Significance in the Unincorporated Portions of <br />Orange County" and the "Orange County Inventory <br />of Natural Areas ". <br />Zoning Ordinance amendments pertain to review <br />procedures for Site Plans and Special Use <br />Permits. <br />The Planning Department recommends approval of <br />
