4 <br />parcel, as required in an Environmental Assessment. <br />Detailed information would be required only for the <br />portion of the property associated with the activity <br />which triggered the requirement for an EA or EIS. <br />This has been stated in the proposed Assessment. <br />4. Commissioner Willhoit questioned the wording of <br />criteria pertaining to generation and storage of <br />hazardous waste. It was suggested that the language <br />be modified to require an EA if the facility would be <br />considered a small or large quantity generator of <br />hazardous waste according to State standards, <br />omitting any reference to a specific amount of waste <br />generation. <br />The text has been modified accordingly. <br />5. The Economic Development Commission expressed concern <br />about "the trend toward adding successive layers of <br />regulations ". <br />Every effort was made during the drafting of the <br />Ordinance to minimize the costs to property owners <br />and developers. The Planning Department feels that <br />the proposed amendment represents a reasonable and <br />effective compromise. <br />on August 20, 1990. the Planning Board recommended <br />approval of the proposed Ordinance and related amendments <br />to the Subdivision Regulations and Zoning Ordinance. <br />There were no changes recommended, however, there was <br />lengthy discussion of how the ordinance balances the <br />differing concerns of the Committee members. Minutes of <br />the Planning Board meeting are attached. Concern with <br />the length of the Environmental Assessment (EA) form <br />(eight pages) was also expressed. The EA is being <br />converted to a more versatile word - processing program <br />which has more type styles and sizes. <br />RECOHMNDATION: The Administration recommends approval of the <br />proposed Environmental Impact Ordinance, with <br />elimination of the proposed revision to Section <br />3.1.4. <br />The proposed revision to Section 3.1.4 establishes a <br />procedure to appeal a requirement for an EIS. The <br />appeal would be heard by the Board of Commissioners, <br />after receiving a recommendation from the Planning <br />Board. <br />Criteria for requiring an EIS are clearly set forth <br />
