su �4es <br />ORANGE COUNTY PLANNING DEPARTMENT <br />MEMORANDUM <br />To: John Link <br />County Manager <br />From: Dave Stancil, AICP Q> <br />Comprehensive Planner <br />Date: August 31, 1990 <br />Subject: Preliminary 1990 Census Data <br />On Monday, August 27, we received from the Census Bureau <br />Preliminary 1990 Housing Unit and Group Quarters Population Counts. <br />This information is provided to all local governments participating <br />in the Postcensus Local Review Program. A copy of the cover letter <br />and summary page are attached. <br />The Postcensus Local Review allots each local government 15 working <br />days to review the preliminary figures, which are subject to change <br />even without local review. If local governments can document <br />discrepancies or inaccuracies in the preliminary. figures, governing <br />bodies of a jurisdiction can challenge the preliminary findings - <br />at the census "block" level only. Census blocks are the smallest <br />geographical denominator in Census data and represent land area <br />bounded by roads or natural features. <br />As can be seen, the preliminary figures indicate that Orange County <br />as a whole contains 38,430 housing units, of which 2676 (or 7 %) are <br />vacant. The population of the County is currently shown as 92,885, <br />which represents an increase of 21% over the 77,055 persons shown <br />in 1980. Almost 10% of the County population is housed in "group <br />quarters" (dormitories, hospitals, etc.). <br />The County has until Wednesday September 19 to identify <br />discrepancies or inaccuracies it wishes to challenge. In February - <br />March of this year planning staff met with Census representatives <br />and participated in the staff -level Pre - Census Local Review, which <br />involved the analysis of housing units by census block at that <br />time. In the Pre - Census review, staff was able to identify a few <br />areas of discrepancy on Census maps which were corrected. <br />County population projections have varied considerably since the <br />1980 Census. In 1987, population projections influenced somewhat by <br />an ongoing residential "boom" resulted in a 1990 projection of <br />108,000 persons. However, new projections in 1989 indicated that <br />the County's 1990 population would more likely be 96,000 persons. <br />Refinement of those techniques led staff to project the population <br />to be between 92,000- 97,000 as of the 1990 Census. <br />
