We are pleased that the Board of Commissioners are <br />considering this method of implementation of equal funding. <br />During our discussion, the Board of Education reached consensus on the <br />questions you posed to us. <br />1. We believe that the purpose of the tax should be for expansion items <br />in our annual budget request. In this way the tax would be for <br />improvement of program and services with tax payers not being <br />asked to pay more for more of the same. Long -range planning <br />would also be improved and more realistic if the tax was designated <br />for expansion of programs and services to students. <br />2. We believe that the revenues should be distributed on the ADM <br />formula as are the present current expense funds. This ensures that <br />each child in the county receives an equal amount no matter which <br />school system he /she attends. <br />3. We believe that although the time allotted to educate the citizens of <br />Orange County is brief, we, as board members, are willing to devote <br />our time to the information activities necessary to pass the <br />referendum. It was suggested that the citizen groups which <br />formulated the bond package and helped educate the public on that <br />vote be reconstituted to provide the information to the voters of <br />Orange County. <br />4. We also agreed that it might be useful to keep the cap on the tax at a <br />low figure. <br />
