r <br />Puke VniliersitV 3 J <br />DURHAM <br />NORTH CAROLINA <br />27706 <br />SCHOOL OF FORESTRY AND ENVIRONMENTAL STUDIES <br />OFFICE OF THE DUKE FOREST <br />July 19, 1990 <br />Mr. Clint Burklin, Chairman <br />Rural Character Study Committee <br />113 Stoney Creek <br />Chapel Hill, NC 27514 <br />Dear Clint: <br />TELEPHONE (919) 694.2421 <br />The Duke Forest Advisory Committee has had the opportunity to review the <br />Conceptual Guidelines for the Rural Buffer, as prepared by the Rural <br />Character Study Committee. The incentives designed to encourage the <br />preservation of open space and the concern for the protection of property <br />owners' rights received positive comments from the Advisory Committee. <br />Several members did note, however, that increased densities allowed in <br />several of the development options may overburden existing road systems and <br />increase pressure for extension of water and sewer. These factors may lead <br />to widening of roads and other measures which could detract from the "rural <br />character." <br />The Advisory Committee suggests that the following statement regarding <br />the role of the Duke Forest in the Rural Buffer should be included somewhere <br />in the Conceptual Guidelines, perhaps under "Other Policy Statements." <br />"The Rural Character Study Committee recognizes the environmental <br />significance of the large contiguous tracts of open land represented by the <br />Duke Forest within the Rural Buffer. These lands are important for the <br />enhancement of natural and visual resources and the protection of water <br />quality, wildlife habitats and species diversity. As development progresses <br />throughout the Rural Buffer, the Committee recommends that consideration be <br />given to appropriate measures which will protect these values and facilitate <br />continued management of the Duke Forest as a teaching and research <br />facility." <br />We should discuss this at our meeting Thursday evening. <br />cc: Dean George F.
