3 '2 <br />ORANGE COUNTY: Orange County staff recommends endorsement of the <br />Conce tual Guidelines... document with the <br />exception of the proposed allowance of two new one - <br />acre lots for each 1987 lot of record. <br />County planning staff further recommends the <br />approval of the proposed Joint Planning Area Land <br />Use Plan and Agreement amendments. <br />County staff does not recommend the establishment <br />of a Joint Work GrouR to further study the <br />Committee's work. This recommendation is based on <br />the premise that the Committee has been a microcosm <br />of the County, and has served as a work group for <br />the past two years. County staff has seen firsthand <br />the rapport that has been established with rural <br />residents, and feels that the Committee - with <br />representation from both urban and rural interests <br />- has come to a working consensus on a strategy for <br />the Rural Buffer that respects and maintains the <br />integrity of the Rural Buffer, seeks to protect its <br />resources, and yet provides needed flexibility for <br />those citizens who live in the bu fer. For these <br />reasons, County staff feels that the Committee's <br />ability to coalesce urban and rural viewpoints into <br />a workable compromise agreement should not require <br />further study, and recommends against the <br />establishment of a work group. <br />However, if the governing boards do opt for the <br />creation of such a work group, County staff would <br />recommend that 1) two representatives of the Rural <br />Character Study Committee be appointed; 2) the Work <br />Group limit its scope of review to the four issues <br />defined above, plus other issues identified by any <br />elected official, and 3) a designated time frame for <br />work group review be considered.
