� Y <br />31 <br />Second, that the proposed allowance of two one -acre <br />lots per 1987 lot of record also not be pursued. <br />The Carrboro staff recommends approval of those <br />amendments to the Joint Planning Area Land Use Plan <br />and A reement that do not conflict with these <br />exceptions. <br />In regard to the formation of a Joint Work Group <br />following the public hearing (see Chapel Hill <br />below), Carrboro staff could recommend creation of <br />a Joint Work Group only if the proposed work group <br />were very narrowly focused (i.e. designed to deal <br />only with the question of water and sewer provision <br />in the Rural Buffer or a similar issue identified <br />at the public hearing); had a deadline for <br />resolution; and did not duplicate the efforts of <br />the Rural Character Study Committee. <br />CHAPEL HILL: The Chapel Hill Planning Staff recommends that the <br />Conceptual Guidelines... document be received at <br />this time with conditional approval of the <br />strategies contained within - with four exceptions. <br />Those exceptions are as outlined and described in <br />the Discussion section of this memo, and relate <br />specifically to concerns over 1) the extension of <br />public sewer to Rural Villages, 2) the use of <br />"average" lot sizes, 3) the reintroduction of a <br />square footage base for Rural Buffer lots (1.84 - <br />acre minimums), and 4) the allowance for two one - <br />acre lots to be created out of 1987 lots of record. <br />The Chapel Hill staff further recommends that, as <br />proposed in the Town Council's public hearing <br />resolution, a Joint Work Grouv be appointed to <br />further discuss the policy issues of the proposals. <br />It is recommended that this Joint Work Group <br />consist of elected officials from each <br />jurisdiction, a representative from OWASA, and a <br />representative from the Rural Character Study <br />Committee. Topics for discussion would be the <br />policy changes recommended by the Rural Character <br />Study Committee, and organizational issues related <br />to the provision of public water and sewer service <br />in rural areas. <br />The Chapel Hill staff also recommends that the <br />proposed amendments to the Joint Planning Area Land <br />Use Plan and Agreement be deferred pending <br />conclusion of discussion by the Joint Work Group. <br />0 <br />
